What is the difference between the two definitions "feature" vs "layer" by means of GIS?

Especially in QGIS (PyQGIS) is there any difference to say "feature" or "layer"?

For example, I have the layer name 'home' with polygon geometry. And I have for example 100 homes. Can I say each home as a feature?
