I would like to specify a non-rectangular area within a topo tif (vector polygon?) then create a contour(s) of some specified elevation restricted to within the selected area, then add color as shown. A common task, there must be a plugin?

What software do you have available? You will need to create a DEM from your contour vectors (and spot heights if you have them) to generate new contours.
