I'm looking for voter party affiliation at the block level and it seems the US Census Bureau doesn't have this. I checked the North Carolina State Board of Elections website and they seem to only have this data at the county level. (https://vt.ncsbe.gov/RegStat/)
I don't care what time this data was collected as long as it was within the past 10 years.
Does anyone know where it is?

But if they have county data they must have block data too, no? Also, I vaguely remember the democratic party putting out an app that let you see if a neighbor was a democrat or not. The app claimed to use data that was publicly available, so I'm pretty confident that this data exists.

Some states don't collect political affiliation (neighboring Virgina does not), at which point you only have precincts to go by. Some political actors have collected this data, but given the way the lawsuits have been going, they are not likely to want to share, much less for free.
