Sorry monika there's not enough information there to help. It does sound like you're sort of on the right track with Euclidean distance with a max of 1000 but I don't understand why you're reclassifying into 10 classes. Can you link to the page you're working from or copy/paste the objective verbatim so we can understand where the lesson is headed.

If 'close' is 1km then no need to reclassify unless you want a higher score for really really close, a IsNull on Euclidean raster will give a 1 for too far, 0 for close but you might want to invert (1=good, 2=bad), the same for water and veg so you have 3 rasters with 1 is good, 0 is bad then Cell Statistics resources.arcgis.com/en/help/main/10.2/index.html#//… the 3 input rasters with a statistic type of sum and you will end up with a ranked raster where 3 is optimal, 0 is unsuitable and other values are not so good. Hopefully this doesn't contradict the tutorial.
