I have 2 shapefiles: properties and suburbs. Properties has a suburb field which is missing values, suburbs.shp has a list of suburbs.



I need to identify the properties with missing suburbs and populate with the suburbs from the other shapefile.



I think I want to:




  1. make feature layers for each of the suburbs (each their own row in the field names

  2. search the properties .shp to identify the rows missing values, and

  3. check location of property against suburbs layer using spatial reference "within" and then update the properties shapefile.


Knowing what I want to do and putting it into practice are two different things,
any suggestions?
